Application for an Approval Under the Provisions of the Environmental Management Act

We, Lhtako Gas and Convenience Store Ltd. (1535 Arbutus Road, Quesnel, BC V2J 5H8), intend to submit this application to the Director to authorize the discharge of effluent from a groundwater containment system.  



The effluent will result from the operation of a groundwater containment system associated with a fuel release at a service station and will be discharged to the subsurface (i.e. to groundwater).

The land upon which the groundwater containment system and its associated discharge points will be situated is within Quesnel Indian Reserve #1, Lot 2 CLSR 68290, Lot 23 CLSR 104099, and ATBC81 CLSR.

 

The maximum rate of effluent discharged from this facility will be 220 L/min.  The operating period for this facility will be 24 hours/day, 7 days/week. The characteristics of the effluent discharged are as follows: benzene, toluene, ethylbenzene, xylenes, VHw, VOCs, EPHw, and PAHs, concentrations will be maintained below the Drinking Water Generic Numerical Water Standards as per Schedule 3.2 of the Contaminated Sites Regulation (as listed below).

The type of treatment to be applied to the effluent prior to discharge is: filters to remove sediment followed by treatment of the water through three sequential activated carbon units which will remove dissolved hydrocarbons from the water.  The treated effluent will be discharged to the subsurface via three injection wells.

 

  

Any person who may be adversely affected by the proposed discharge and wishes to provide relevant information may, within 30 days after the last date of posting, publishing, service or display, send written comments to the applicant, with a copy to the Director, Land Remediation Section, care of Ashley Davidson, Recovery Analyst at P.O. Box 9337, Stn Prov Govt, Victoria BC V8W 9M1. The identity of any respondents and the contents of anything submitted in relation to this application will become part of the public record.
